The MOASC Purchasing Network strives be a recognized leader and driving force in developing quality oncology and hematology purchasing standards, providing a continuum of dynamic and innovative best practices for MOASC healthcare professionals.
The MOASC Purchasing Network, Inc. (MPN) is a California non-profit tax exempt mutual benefit corporation organized to manage group purchasing for the purpose of negotiating prices and purchasing of oncology drugs, supplies and equipment directly from manufacturers, distributors, retailers and wholesalers for the benefit of the member practices of the Medical Oncology Association of Southern California, Inc. (MOASC).
Contracting Strategy and Policy
MPN will seek to maximize competition in its contracting strategy. MPN will strive to ensure that every vendor is treated in an open, fair manner. The following standards will be utilized to ensure that every supplier and their products receive fair and equitable treatment, that competition is maximized, and that MPN contract members receive high quality products with value that reduces the overall cost of healthcare.
¨ The inclusion of any supplier shall be at the sole discretion of the MPN Board of Directors or committee responsible for review the product category.
¨ The contracting strategy used for particular product category, the inclusion or exclusion of suppliers in the RFP process, the evaluation of all products, and the awarding of all contracts to suppliers shall be done by, or at the discretion of the Board of Directors.
¨ MPN will not collect administrative fees in excess of three percent (3%).
¨ MPN shall not collect any rebate or other payment in advance of purchases by the member on any future contract. All rebates will be paid on the basis of the volume of products purchased by a contract member practice.
¨ Aggregation of volume is the principal driver of value of GPO’s. Historically, GPO’s have been able to attain lower levels of pricing, greater value for their membership, and a competitive contract portfolio through the aggregation of volume. If improperly used, sole source committed contracting arrangements can be detrimental to the member practices, therefore a sole source or preferred vendor agreement will be awarded based upon:
o A competitive bid process
o Agreement has a provision to allow the contract to be canceled with a minimum ninety (90) day out-clause
o The Board of Directors shall review the sole source contracts and contracting process on an ongoing basis, to ensure the best overall value
o MPN shall write contracts with duration of three (3) years or less.
¨ MPN shall use reasonable efforts to protect the confidentiality of pricing, terms, or information obtained before, during, and after the contract process
¨ MPN staff, officers, directors, and other advisors shall complete an annual Conflict of Interest disclosure form, which will be reviewed by the Executive Committee
¨ MPN will maintain a Confidentiality Policy and all staff, officers, directors, and other advisors will be bound by its terms during their service to MPN.
